You Can now rate sites

Due to multiple requests a rating function has been added. Users can now vote for their favorite site.
This will give the user an idea on how many people really value the Director related site they are viewing.

We are planning several functions to go along with this in late 2002.
- A search by rank
- Adding a cookie to prevent the user from voting more than once

For now I this functionality will suffice. It stores the value to a database and then refreshes the page.
